Fair-wage and minimum rates compared with the median

Some public contracts, and one provincial law, set a rate for each trade. The rate list below gives the boilermaker rates from two of them. They are the City of Toronto fair wage schedule for industrial, commercial and institutional (ICI) work and Manitoba's ICI minimum wage schedule. To compare a rate with the Job Bank median, find the Toronto row in the region table, or the Manitoba row in the province table. Keep two points in mind. The schedule rates are journeyperson rates, and the Job Bank median covers everyone in the occupation group. The schedule rates are for 2026 and 2027, and the medians cover earlier years.

Published fair-wage and minimum rates for journeyperson boilermakers

  • For trade 3, Boilermaker Journeyperson, the City of Toronto fair wage schedule for ICI work lists $56.62 an hour plus $10.92 in fringe benefits from May 3, 2026. From May 2, 2027, it lists $58.50 plus $11.02. Vacation and holiday pay is 12% of the hourly rate.[1]
  • On City of Toronto ICI contracts, hours past the weekly limit, 40 hours for boilermakers, are paid at time and a half.[1]
  • Manitoba's ICI minimum wage schedule lists $39.85 an hour for a journeyperson boilermaker from May 1, 2026 to April 30, 2027. From May 1, 2027, it lists $40.64.[2]
  • In Manitoba's ICI construction sector, standard hours are 10 hours a day and 40 hours a week. Hours past these limits are paid at the overtime rate.[2]

How much do apprentice boilermakers earn?

Some provinces set apprentice pay as a share of the journeyperson wage. The share depends on your hours. The list below gives the schedules for New Brunswick and Saskatchewan.

Apprentice wage schedules by province

  • In New Brunswick, the boilermaker apprenticeship is 5,400 hours. Apprentices earn at least 50%, 55%, 60%, 65%, 70% and 85% of the journeyperson rate, one share for each 900 hours. This applies unless a collective agreement sets the rate.[3][4]
  • Saskatchewan's 2020 table, an unofficial consolidation, lists at least 40%, 50%, 60%, 70%, 80% and 90% of a new journeyperson's hourly rate for boilermaker apprentices. Each share covers 900 hours, for 5,400 hours in all.[5]

Check these points before you accept a job in another city or province.

  • Compare the regional median, not only the provincial one. The region table lists each region under its province.
  • Ask whether the job is on a public contract with a fair wage rate, such as a City of Toronto ICI contract. The rate list above gives the rates.
  • Ask how overtime is paid. The rate list above gives the overtime rules for City of Toronto ICI contracts and Manitoba ICI work.
  • Ask whether a quoted rate includes vacation and holiday pay. The Toronto schedule lists it apart from the hourly rate, as a share of that rate.
  • If you are an apprentice, check the wage schedule in the new province. The apprentice list above gives the New Brunswick and Saskatchewan schedules.
