Roberts Bank Terminal 2: timing, trades and pay

FlatironDragados expects construction to start in early 2028 and finish in early 2034. It leads the preferred team to build the landmass and wharf.

The project was still waiting for final permits on August 28, 2026, according to the Major Projects Office. The Vancouver Fraser Port Authority proposes to build and run a new three-berth marine container terminal. It would be at Roberts Bank in Delta, British Columbia.

When work could start

Construction is expected to start in early 2028. Completion is expected in early 2034. One of the 370 legally binding federal conditions limits in-water construction to the period with the least risk for several marine species.

FlatironDragados leads TerraMarine, the port authority’s preferred team to design and build the terminal’s landmass and wharf. TerraMarine is expected to sign an agreement with the port authority in the third quarter of 2026. It would cover design and early work. After a development phase, the agreement to design and build the terminal is expected in early 2028. Construction is also expected to start in early 2028.

How many jobs

Construction: hundreds of jobs, according to the Impact Assessment Agency of Canada in 2023. Once the terminal is running, the forecasts are:

  • 1,500 direct jobs and 15,000 indirect jobs, according to the agency in 2023.

  • Over 17,000 ongoing jobs across the supply chain, according to the Major Projects Office.

These are different forecasts, not open jobs.

Who is building it

  • The Vancouver Fraser Port Authority proposes to build and run a new three-berth marine container terminal[1][2]

  • The Vancouver Fraser Port Authority chose TerraMarine as its preferred bidder for the Roberts Bank Terminal 2 contract. The contract covers designing and building the terminal’s landmass and wharf. TerraMarine is a joint venture led by FlatironDragados that includes Aecon and Van Oord.[3][4]

  • Arcadis, a member of TerraMarine, is the lead designer for the detailed design phase.[4]

What has happened

  • April 20, 2023:

    the Government of Canada decided the project can proceed, subject to 370 legally binding conditions. The project completed a federal impact assessment.[5]

  • July 16, 2026:

    Canada referred the project to the Major Projects Office. It also began considering whether to list the project under the Building Canada Act.[1]

  • August 28, 2026:

    Canada published a notice in the Canada Gazette. The notice says the project may be listed under the Building Canada Act as a project of national interest.[1]

First Nations

  • The Major Projects Office says 27 Indigenous groups have signed Mutual Benefit Agreements with the Vancouver Fraser Port Authority and consented to the project.[1]

  • Tsawwassen First Nation says it consented to the project under strict, legally binding conditions, and that its consent does not mean it supports the project.[9][10]
